In February 2018, the State Food and Drug Administration issued the notice of the General Administration on the implementation of the filing management of traditional Chinese medicine preparations prepared by medical institutions with traditional technology, which solved the problems of complex application procedures of traditional Chinese medicine preparations, large investment of energy and financial resources, and long time-consuming in the past. The traditional Chinese medicine preparations that originally need to be approved and "registered" can now be "put on record" by relevant drug administration departments.

After the announcement, Shaanxi Province responded quickly. Shaanxi Provincial Administration of traditional Chinese medicine timely solicited opinions from nine Tertiary Chinese medicine hospitals, including Shaanxi Provincial Hospital of traditional Chinese medicine, Affiliated Hospital of Shaanxi University of traditional Chinese medicine, Second Affiliated Hospital of Shaanxi University of traditional Chinese medicine, and Xi'an hospital of traditional Chinese medicine, which have a large number of traditional Chinese Medicine preparations, rich experience and distinctive characteristics of traditional Chinese medicine. In addition, the director of pharmacy department or pharmacy department of three-level hospitals of traditional Chinese medicine (Integrated Chinese and Western Medicine) was organized by the provincial drug administration to discuss the draft.

In 2019, Shaanxi Provincial Administration of traditional Chinese medicine and Shaanxi Provincial Drug Administration jointly issued the implementation rules for the filing management of traditional Chinese medicine preparations prepared by medical institutions in Shaanxi Province (Trial Implementation). Up to now, Shaanxi Provincial Drug Administration has registered 25 hospital preparations of traditional Chinese medicine prepared by traditional technology, such as Qishen Yishen pill, Xiaoer qingjiefanggan granule, Xifeng Zhidong granule, Kangxian granule, etc., and 39 of them are under filing.

Liang Xiao, the pharmacist in charge of Baoji Hospital of traditional Chinese medicine, said that the hospital had more than 30 kinds of preparations with approval number before. Taking advantage of the east wind of traditional Chinese medicine preparation filing policy, more than 10 prescriptions with clinical use for several years, such as pediatric "Qinghua drink", respiratory department's "Qufeng Zhike Decoction", dermatology's "Chushi pill" and "purslane lotion" will be put on record in Baoji traditional Chinese medicine hospital. At present, the hospital is stepping up the preparation of key issues such as the quality of application materials and production technology of traditional Chinese medicine.

In the future, the "green channel" of traditional Chinese medicine preparation will be more and more smooth, and the traditional Chinese medicine preparation will be more and more popular. TCM practitioners in Shaanxi will continue to give full play to the characteristics and advantages of Chang'an medical school, promote the "new" filing of more "old" preparations, from the hospital to the outside, so that more people can easily enjoy cheap and easy-to-use traditional Chinese medicine preparations.
