The 23rd Meeting of the Standing Committee of the 15th Beijing Municipal People's Congress was held yesterday. The "Beijing Regulations on traditional Chinese medicine (Draft)" was submitted for deliberation. The "Regulations (Draft)" put forward that the city should vigorously develop the cause of traditional Chinese medicine and create a social atmosphere of caring for and supporting the development of traditional Chinese medicine. The municipal and District People's governments shall incorporate appropriate TCM service items into the basic public health service items, incorporate the prevention and control of TCM into the municipal public health emergency response mechanism, and give full play to the role of TCM in the prevention and control of infectious diseases. No organization or individual may make false or exaggerated publicity about traditional Chinese medicine.

The bill consists of 6 chapters and 50 articles, which are divided into general provisions, service guarantee, standard management, protection, inheritance and development, legal responsibility and supplementary provisions. The regulations (Draft) put forward that the city should vigorously develop the cause of Chinese medicine, inherit the essence, observe the innovation, follow the law of the development of Chinese medicine, give full play to the characteristics and advantages of traditional Chinese medicine, adhere to the equal emphasis on both Chinese and Western medicine, and support the mutual learning, complementation and coordinated development of Chinese and Western medicine, so as to promote the healthy development of Beijing. The municipal and District People's governments should provide necessary conditions and guarantee for the development of traditional Chinese medicine. The city actively promotes the culture of traditional Chinese medicine, popularizes the knowledge of traditional Chinese medicine, and creates a social atmosphere of caring and supporting the development of traditional Chinese medicine.

The "bill" proposes to improve the service system of traditional Chinese medicine. First, strengthen the construction of TCM service capacity. The people's Government of the district shall set up at least one medical institution of traditional Chinese medicine at three levels. The second is to play the role of traditional Chinese medicine in the public health service system. The municipal and District People's governments shall incorporate TCM services into the municipal public health service system and incorporate appropriate TCM service items into basic public health service items. The municipal and District People's governments shall incorporate the prevention and control of traditional Chinese medicine into the emergency mechanism for public health emergencies in this Municipality, and the municipal and District People's governments shall give full play to the role of traditional Chinese medicine in the prevention and control of infectious diseases.

According to the regulations (Draft), the municipal medical security department should include eligible TCM diagnosis and treatment items, Chinese patent medicines, Chinese herbal pieces and traditional Chinese medicine preparations of medical institutions into the payment scope of basic medical insurance fund, and dynamically adjust the payment standard of traditional Chinese medicine preparations of medical institutions included in the payment scope of basic medical insurance fund.

The regulation (Draft) proposes to improve the protection, inheritance and development of traditional Chinese medicine. One is to strengthen the protection of traditional Chinese medicine knowledge and traditional Chinese medicine resources. The second is to strengthen the cultivation of TCM talents. Third, promote the development of Chinese medicine industry. The fourth is to strengthen the cultural propaganda and knowledge popularization of traditional Chinese medicine.
