Abstract: Traditional food safety regulatory model has been difficult to meet the multiple hazards of genetically modified food properties. The actual harm, potential harm, mental harm, with the social power and the risk society theory basis of social regulation is meaningful for the problems about monopoly of power, limited means, limited scope，single goal. But the social regulation is restricted by technology and legal factors and it is difficult to achieve. Improve the GMF technology and cognitive level, strengthen the legal system of rationality and social power security can solve the problem very well．

This article can be divided into three parts.

The first part is the theory combing of GMF safety social regulation, which includes theory of social rights and theory of risk society. In theory of social rights, social regulation meets the requirement of regulatory powers socialization and regulatory bodies pluralism for social power. In theory of risk society, social regulation meets the requirement of regulatory means diversity and regulatory scope comprehensiveness for risk social.

The second part introduces the barriers to realize GMF safety social regulation. On the one hand, it is about the technological constraints. Firstly, there are downside risks in transgenic technology. Secondly, there are technical limits in GMF risk monitoring. On the other hand, it is about the legal constraints. The lack of food hazard cognition and social rights guarantee in GMF safety legislation.

The third part presents the effective solution to realize GMF safety social regulation. In order to overcome the technological constraints. We should improve the scientific technology of GMF research and increase the social perception of GMF common sense. As for the legal constraints, we should enhance the rationality of legal system and strengthen the security of social power.
