Lotus leaf flower wetland waterfowl nature reserve covers a total area of more than 50,000 hectares and is an important flood storage area in the lower reaches of Liaohe river basin in the southern section of the greater xingan mountains. The wetland is a natural biological gene pool in northeast Asia. It was listed as an autonomous region nature reserve in 2000. Recently, the large chimneys, rows of factories and brick kilns that once stood up disappeared. This is the result of the first administrative public interest litigation case of Zalut banner supported by the court--Procuratorate sued Zalut banner forestry and grassland bureau for negligence in performing the supervision duty in Zalut banner Sihetai, Ju’an brick factory to destroy the wetland ecological environment in the nature reserve.

In the process of performing its duties, Zalut banner procuratorate found that Sihetai Juan brick factory occupied an area of 535.5 mu and 42 gates of brick kiln. In violation of laws and regulations, the factory engaged in open-pit mining of brick clay and red brick manufacturing and sales in the wetland of the nature reserve, which changed the use of natural wetland and destroyed the ecological environment of the wetland.

After the procedure of supervision before the lawsuit, Zalut banner procuratorate filed an administrative public interest lawsuit against Zalut banner forestry and grassland bureau. On May 6, Zalut court formed a collegial panel and held a public session to hear the case. On June 3, Zalut banner court made a judgment of first instance, supporting the lawsuit request of the procuratorate, and ordered Zalut banner forestry and grassland bureau to fully perform legal supervision and management duties for the behavior of occupying of lotus leaf flower wetland waterfowl nature reserve to build a brick factory.

Prosecutors said the procuratorate will also continue to perform its legal supervision function, guard the lotus leaf flower wetland waterfowl nature reserve, and stop the "crying" of the natural biological gene pool in northeast Asia.
