Shandong Proposes to Promulgate Regulations on Intangible Cultural Heritage

On May 26th, the LegislativeAffairs Office of Shandong Province People’s Government has published anotification for public comments on the Regulations of Shandong Province onIntangible Cultural Heritage (Draft for Comments). What has been put forward inthe regulation is to encourage and support primary and secondary schools, vocational schoolsand junior high schools to set up courses on intangible cultural heritagesor set up teaching and researching bases to develop the inheritance anddissemination as well as, scientific research work on intangible culturalheritages.

It’s known that so many excellentintangible cultural heritages projects have no inheritors and they are nowfacing the risks of being lost. So strengthening the protection of intangiblecultural heritages allow no delay. It is clearly requested in the Draft forComments that the competent culture department above the county levelshould get a full grasp on the quantity, current situation,inheritance and dissemination of intangible cultural heritages within theirrespective administrative areas, and should establish and perfect the files ofintangible cultural heritages and the relevant databases, as well as, properlypreserve and manage the information and material objectsof intangible cultural heritages. The files of the intangible culturalheritages and the relevant information of databases should be free to publicand be made public for consultation, except for those thatshould be kept confidential in accordance with the law.

Meanwhile, governments on the province,cities divided into districts, county (city or district) level shouldestablish representative list of intangible cultural heritage projects. Anexpert panel or an expert committee should be organized to conduct preliminaryreview and discussion on the list. The projects listed in the representativelist of intangible cultural heritage shall meet the following conditions:authenticity, containing historical, literary, artistic and scientific values,embodying the fine traditional cultures of the Chinese nation and havingrelatively important influence in local.

In addition, it is also clearly putforward in the Draft for Comments that competent culture departments of thepeople's governments above the county level shall establish expert database ofintangible cultural heritages on the corresponding level. Provincial culturedepartments of the people's governments may establish provincial cultural ecological preservation area inthe area where there are traditional cultural histories and abundant resourcesof intangible cultural heritages to promote the regional overall protection onintangible cultural heritages.
