Clearly adhere to the equal emphasis on traditional Chinese and Western medicine, and comprehensively improve the ability of the capital to respond to public health emergencies.In order to improve the treatment capacity of major epidemics, the opinion emphasizes the combination of traditional Chinese and Western medicine, the establishment of expert group for critical treatment, the establishment of consultation system, and the formulation of individualized treatment plan and nursing measures.

We will improve the coordination mechanism between traditional Chinese medicine and Western medicine. To formulate and implement the regulations of Beijing Municipality on traditional Chinese medicine. Support TCM medical institutions to carry out reconstruction, expansion and functional layout adjustment according to the infectious disease prevention and control process, strengthen the construction of emergency department and infectious disease department, and promote the standardization and standardization of TCM diagnosis and treatment. We will improve the mechanism of integrated treatment of traditional Chinese and Western medicine, implement the plan of integrated diagnosis and treatment of infectious diseases, propose different prevention methods for close contacts, children and key groups with chronic basic diseases, and lay a solid foundation for the traditional Chinese medicine system to respond to public health emergencies.

Accelerate the reserve of emergency treatment capacity of traditional Chinese medicine. We will improve the mechanism for integrating clinical research, and build key specialties and clinical research bases for infectious diseases that integrate traditional Chinese and Western medicine. We will excavate and sort out the prevention, treatment and rehabilitation prescriptions of traditional Chinese medicine, and promote the technical reserve, R & D and production of traditional Chinese medicine. To study the law of anti epidemic effect of traditional Chinese medicine, promote the output of clinical innovation results, and improve the ability of traditional Chinese medicine to deal with public health emergencies.

 In terms of strengthening public health science and technology and talent support, the opinions clearly supports the construction of major scientific research platforms, key laboratories and the implementation of major projects of traditional Chinese medicine in response to public health emergencies.The opinion requires scientific diagnosis and treatment and effective treatment. Implement the requirements of "early detection, early report, early isolation and early treatment", strengthen epidemic monitoring and implement medical intervention as soon as possible. According to the principle of centralizing patients, experts, resources and treatment, we should attach equal importance to traditional Chinese and Western medicine, formulate effective response plans, strive to improve the rate of treatment and cure, and reduce the rate of infection and death.
