Relying on oral teaching, the intangible cultural heritage faces with numerous difficulties. Plenty of intangible cultural heritage is in danger of destroying and losing material and data. In pursuit of economic interests, some representative inheritors abuse intangible cultural heritage resources, and do not fulfill the obligations of inheritance.

On July 3^rd, 2017, discussed by the executive meeting of Zhenjiang municipal government, “Regulations on Intangible Cultural Heritage Representative Inheritors in Zhenjiang (Draft)”(hereinafter referred to as the “Regulations”) was adopted by the 3^rd Meeting of 8^th Session of Zhenjiang Standing Committee of the People’s Congress and was ready to be sent to the Provincial Standing Committee of the People’s Congress for the record and approval.

After the Regulations was accepted into the legislative plan, the drafting group was set up by leaders, experts and staff from Bureau of Culture, Broadcasting, Television, Press and Publication, Folk Culture and Art Museum and the Law School of Jiangsu University.

In January this year, based on the practice and previous information, the drafting group formally began to draft the provisions. After seven drafts, the Regulations ultimately was approved.

The Regulations has 35 articles of 7 chapters, involving the acceptance requirements, identification procedures, determination principles, rescue protection, investigation and filing, evaluation mechanism, incentive mechanism, exit mechanism and so on.

This Regulations also has its features, such as supporting productive protection, building reasonable teams, standardizing acceptance requirements and highlighting people-oriented. As an important mode of inheritance, productive protection has been popularized all over the country. A lot of intangible cultural heritage projects above city level in Zhenjiang are suitable to carry out productive protection, such as Hengshun vinegar brewing techniques, Danyang rice wine brewing techniques, velvet weaving skills and so on.
