The Measures for the Protection of Intangible Cultural Heritage of Changzhou, Jiangsu

From the news conference held on December 27th, 2017, the Measures for the Protection of Intangible Cultural Heritage of Changzhou will be formally implemented on January 1st next year.

 

The Measures has six chapters and forty-seven articles, including General Rules, Representative Projects List, Protection Units and Inheritors, Classified Protection, Inheritance and Dissemination, Legal Responsibilities and Supplementary Provisions. The Measures clearly implements classified protection of intangible cultural heritage. For the representative projects of different levels, the protection plans are formulated in accordance with the appropriate levels. Meanwhile, according to the characteristics and status, measures are takenincluding memorial protection, rescuing protection, productive protection and regional overall protection.

 

The Measures stipulates the establishment of the department joint conference system to unify and coordinate the protection work and clarify the specific implementation. On the basis of relevant law and local regulation, the Measures clearly lists the rights and obligations of the protection units and inheritors, requesting the administrative culture departments to strengthen the daily management and establish the corresponding evaluation system and the expert review mechanism.

 

According to Law of the People's Republic of China on Administrative Penalties and the penalty quota regulations of the Jiangsu People’s Congress Standing Committee, based on the organization of experts’ arguments, the Measures sets administrative penalties for the following two categories. The first category is that the protection units and inheritors carry out and participate in activities which do not agree with their titles or damage or mislead the inheritance and dissemination of the authenticity of intangible cultural heritage. The other is that the units and individuals who are not recognized as the protection units and representative inheritors carry out relevant activities in the name of the protection units and representative inheritors.
