The Regulations on the Protection of Representative Inheritors of Honghe Autonomous Prefecture ICH will be formally implemented on September 1st
Adopted by the Second Session of the Twelfth National People’s Congress of the Standing Committee of Honghe Autonomous Prefecture, approved by the Fourth Session of the Thirteenth National People’s Congress of the Standing Committee of Yunnan Province, the Regulations on the Protection of Representative Inheritors of Honghe Autonomous Prefecture Intangible Cultural Heritage was promulgated on August 20th, 2018. And it will be formally implemented on September 1st, 2018.
The promulgation and implementation of the Regulations fill the legal gaps in the protection of intangible cultural heritage inheritors in Honghe Autonomous Prefecture, marking that the protection of inheritors’ rights and interests has stepped into the track of legalization, standardization and institutionalization. Meanwhile, the special legislation for intangible cultural heritage representative inheritors is the only case in China, reflecting the characteristics and highlights of local legislation. The Regulation consists of six chapters and thirty articles. It mainly stipulates the purpose and basis of legislation, scope of application, declaration and confirmation, protection and inheritance, safeguard measures and legal liability.
At present, there are 1,094 representative intangible cultural heritage projects in Honghe Autonomous Prefecture, including 14 state-level projects, 65 provincial-level projects, 143 prefecture-level projects and 872 county-level projects. There are 1,526 representative inheritors of intangible cultural heritage, including 6 national inheritors, 80 provincial inheritors, 344 prefecture-level inheritors and 1,096 county-level inheritors.
